He has degrees in social sciences (Phd 1986) and in science and technology policy (MA 1991) from the Free University of Brussels (FUB), where he teaches a course on the ``Global aspects of the information society``. Till 2000 he was full professor of communication technology policy at the FUB where he also chaired the department of communication studies and created the research centre Studies on Media, Information and Telecommunications (a Belgian research centre of excellence now part of IBBT). He joined the DG JRC first as Visiting Scientist of IPTS where he became Head of the ICT unit in 2005. As research into the technological aspects of Information Society Technologies is well developed in Europe, the ICT unit of IPTS addresses the policy aspects of the European Information Society in general and the socio-economic impacts of IST`s in Europe in particular. Research is focused on those areas where ICT are key or very important to the (renewed) Lisbon Objectives (competitiveness, R&D, health, public services, social cohesion, etc). In doing so the unit complements technology-push approaches with socio-economic impact analysis. Most research is carried out on demand of the DG `s (DG INFSO, DG JLS and DG EAC) or the EP and contributes to core policy making of the EC.
